Elazığ Fethi Sekin City Hospital was developed under a Public-Private Partnership (PPP) model in cooperation with the Ministry of Health and provides healthcare services to Elazığ and the surrounding provinces.

Located on a 347,017 m² site in the central district of Elazığ, the project has a total enclosed construction area of 360,114 m².

Following the project agreement signed between ELZ Sağlık Yatırım A.Ş. and the Ministry of Health in June 2013, and upon completion of construction, Elazığ Fethi Sekin City Hospital began admitting patients in August 2018.

Under the agreement, ELZ Sağlık Yatırım A.Ş. is responsible for fulfilling its obligations throughout the 28-year project term, covering both the investment and operation periods. During the investment period, the company was responsible for detailed design, construction, procurement of certain equipment, and financing. During the 25-year operation period, it is responsible for operating and maintaining the hospital in coordination with the Ministry of Health. Responsibility for the delivery of healthcare services rests with the Ministry of Health. At the end of the operation period, the facility will be transferred to the Ministry of Health.

The project is an integrated healthcare campus comprising three hospitals with a combined capacity of 1,090 beds, together with a 60-unit Oral and Dental Health Clinic:

• Main Hospital - 940 beds
• High-Security Forensic Psychiatry Hospital - 150 beds
• Forensic Psychiatry Hospital for Detainees - 50 beds
• Oral and Dental Clinic - 60 units

The Main Hospital consists of four blocks arranged around a shared core structure and includes the following hospital units:

• General Hospital - 642 beds
• Obstetrics and Pediatrics Hospital - 298 beds

In addition to the hospitals, the campus includes healthcare support facilities, commercial areas, a technical service building, a helipad, and a trigeneration facility. Among the building's key technical features are the 872 seismic isolators installed in the Main Hospital, which enhance the building’s resilience to earthquakes.

Elazığ Fethi Sekin City Hospital holds LEED (Leadership in Energy and Environmental Design) Gold certification, based on the green building rating system developed by the U.S. Green Building Council (USGBC). Under this certification, the project was evaluated against criteria including sustainable site and location, water efficiency, energy efficiency, materials and resources, indoor environmental quality, and user comfort.

Elazığ Fethi Sekin City Hospital serves more than 3.2 million people annually, making it one of the region's major healthcare centers. During the COVID-19 pandemic and following the February 2023 earthquakes, the hospital served as a key healthcare center in the region, helping ensure the continuity of medical services.
